On 8 April 2011, the International Institute of Energy Policy and Diplomacy of MGIMO (University) in MFA of Russia held the International Conference «Global Energy Safety: New Agenda» within the framework of the Moscow International Energy Forum «Russian Fuel and Energy Complex in the XXI Century».
The agenda comprised the problems of maintaining the global energy safety, modernizing the fuel and energy complex and providing physical protection of the world energy infrastructure and sea communications. Special attention was focused on the dynamics of the global energy markets, and on the prospects of improving the international legal basis for energy cooperation.
The conference was participated by the high officials directly involved in forming and implementing both Russian and world policies, and dealing with the problems of the global energy safety. They were the heads of international organizations, the federal agencies, and the biggest Russian and foreign oil-and-gas and energy companies, as well as leading experts in the world power industry.
The participants of the international conference were greeted by V.I. Salygin, Director of the International Institute of Energy Policy and Diplomacy of MGIMO (University) in MFA of Russia, Vice-President of the International Academy of the Fuel and Gas Complex, RAS Corresponding Member.
The moderators of the sessions were K.I. Kosachev, Chairman of the Committee on Foreign Affairs of the State Duma of the Russian Federal Assembly, Vice-Speaker of the Parliamentary Assembly of the Council of Europe, and V.I. Salygin, Director of the International Institute of Energy Policy and Diplomacy of MGIMO (University) in MFA of Russia, Vice-President of the International Academy of the Fuel and Gas Complex.
The conference heard reports by representatives of the key international organizations, well-known diplomats, scientists, the heads of the biggest fuel and energy companies, in particular: Ján Kubiš, Executive Secretary of the UN Economic Commission for Europe, Jan Helge Skogen, President of Statoil Russia, Maria Luisa Ramos Urzagaste, Bolivian ambassador in the Russian Federation, Urban Rusnak, Leader of the Slovakian External Energy Security Project, P.V. Oderov, Head of the External Economic Activity Department of OJSC «Gazprom», Jean-Pierre Thomas, Special Representative of the President of the French Republic, Alastair Maxwell, Executive Director of Goldman Sachs, and others.
The outcomes of the international conference organized by MIEP of MGIMO within the Forum «Russian Fuel and Energy Complex in the XXI Century» will allow considerably contributing to development of the common strategy and the recommendations on the global energy security; they will also assist in forming new effective mechanisms of the Russian energy policy’s development and an effective strategy for the leading Russian companies, with consideration of the events in Japan and in the Middle East.
