The Moscow International Energy Forum «Russian Fuel and Energy Complex in the XXI Century» is «acquiring the features of an authoritative platform qualified to assist in furthering the international energy conversation and consolidating the efforts of the public-expert community, the business sphere, and the authorities», - said Yuriy Lipatov, Chairman of the Energy Committee of the Russian State Duma, when opening the Forum at the Manege, on 7 April 2011.
«The power industry has always been a key development factor both for the national economy and for the world one. Under the conditions of globalization, this factor acquires crucial significance even for the prospects of sustainable development of the whole of the human civilization.
The Forum is devoted to the strategic aspects of the world power industry's development and Russia's role in the domain of the global economy and energy. This matter is even more urgent when regarded within the context of the events in a number of the North African and Middle Eastern countries, and the tragic consequences of the natural disaster in Japan as well. The issues of the global energy safety have become even more important.
Russia, being one of the leading powers on the world energy market, is interested in finding a balance of all the market players’ interests. Russia has initiated adoption of the documents on the principles of the global energy security; Dmitriy Anatolyevich Medvedev, President of the Russian Federation, has put forward the initiative to develop a legally binding international document to regulate the global energy cooperation and reflect the interests of the main energy market players.
Russia possesses incontestable competitive advantages, since it is one of the world's leading suppliers of primary energy resources. Meanwhile, our strong positions on the world energy market should not become a systemic obstacle for sound and progressive technological structurally diverse development of the national economy, including implementation of the resource-innovative scenario of the energy sector’s development.
The external energy policy of Russia relies on the following lines of work: asserting Russia’s national interests in forming the world energy markets’ functioning system; diversifying the export energy markets and the export trade composition; creating stable conditions on the export markets, guaranteeing the demand and justification for prices; strengthening and developing cooperation between the leading Russian and foreign energy companies. Russia was, is and always will be a reliable partner. We are ready to contribute to the cause of the global energy security and building of a modern model of the energy market which is an integral component of the world economic development.
Today, Russia concerns modernization as a key strategic instrument for improving the national economy's competitive ability and increasing the Russian people’s welfare level. This process can be influenced by the Russian power industry more, when the latter becomes the sphere where the newest scientific achievements and cutting edge technologies are introduced. That is why we are, by all means, interested in development of the international energy cooperation and in attraction of large-scale investment and new technologies. These are the goals of the new initiatives and decisions, voiced by the top leaders of Russia recently. One of the most important decisions to be noted in this row is that the New Russian Energy Safety Doctrine has been developed by the Russian Government in pursuance of the President's order, a new system of the state energy values and new guiding principles of the state energy policy have been established. Therewith, the energy safety is becoming one of the key criteria to assess development and reliability of the fuel and energy complex’ sectors, and of all the Russian economy as well.
