The senior analyst of the Moscow international energy Forum «Russian Fuel & Energy Complex in the XXI Century» Alexander Pavlovich Epishov gave his comments to some aspects of the Russian gas delivery to Europe.
In context of a regular Russian-Ukrainian gas crisis, and in connection to discussed in the Moscow Energy Forum meeting initiative of creation of the new comprehensive international legislative system of energy trade regulation, including solution of transit conflicts, Alexander Pavlovich Epishov has remarked that at the moment creation of the new institute is hardly possible for the whole range of reasons, mainly – of a fundamental character.
In Alexander Epishov’ opinion, temporary application of an Agreement to the Energy Chapter (AEC) deactivation from Russia’ side, was true motivated by the absence in this international process any instruments of transit conflicts’ solution (as it is known, there were no sanctions towards Ukraine as to the country, signed and then ratified AEC).
At the same time, in Alexander Epishov’ opinion, the exit out of AEC was a strategic mistake from the Russian side, so this step excluded any prospective of positions’ reinforcement using all the opportunities in the frames of international process.
