XII Moscow International Energy Forum continued its operation. The second day of the Forum has started with the Round Table «Development of the Russian heat-supply: the key problems and solutions».
The Moderator of the Round Table, Nikolay Dmitrievich Rogalev, the Rector of the Moscow Energy Institute (MEI), has marked in his welcome speech that providing of controllability, reliability, economy, and energy effectiveness as the key strategic aims of the fuel and energy complex segment development, demands the new approaches. Basing of the newest developments of MEI scientists, Nikolay Dmitrievich showed us the possible ways of the fundamental heat-supply systems technical level increasing.

Shelkov Vladimir Vitalyievich, Gederal Director of LLC «Kvadra»;
Semenov Victor Germanovich, General Director JSC of All-Russian research-and-projects-construction Institute “EnergoProm”, President of non-commercial partnership «Russian Heat Supply»;
Frolov Igor Anatolievich, director of the City Public Office «Energetika», Department of the Fuel-Power economy of Moscow City;
Ivanov Sergey Alexandrovich, Head of Energy business development of LLC «Complex Energy System»
Discussion participants have debated the different aspects of the Russian heat supply development, including questions of the territorial markets formation on the base of United heat supply organization (UHSO) foundation, technical re-equipment of the heat supply systems, optimization of the heat supply structure, enhancement of the market principles and pricing formation rules. It’s been specially marked that the full normative and legislative instruments and market models, opening the new opportunities for investment needs of the branch are not composed yet.
The Round Table participants have discussed the necessity of effective state energy politic measures aimed at normative-legislate regulation of the duties, rights and responsibility of the activity subjects in the field of heat supply.
The special attention in the reports has been paid to creation of the municipal and state heat supply systems formation in the local population areas with the relevant rules of procedure for their agreement, approval, correction, control of realization as well as general creation and determination of the united heat supply organization (UHSO). Participants of the Round Table expressed the concern by the situation when system contradictions and key problems of the branch are not solved yet, and in this connection, have called all the participants of the society – expert discussion of the renewed Russian energy strategy to pay maximum attention to this section of the state document, containing the strategic aims and key instruments of the state energy politics in the field of heat supply.
