In the second half of the day, in the frames of the business program of XII Moscow international «Russian fuel and energy complex in xxi century» the international conference «development strategy of the Russian Far Eastern energy sector: efforts consolidation of government, business and expert community» has taken place. Participants of the Conference: the largest companies of Russian fuel and energy complex, including GAZPROM, the leading scientists of the RAS (Russian Academy of Science), Russian regions representatives, foreign guests and journalists.
Gleb Alexandrovich Ivashenzcov, deputy Director of Russian research Center «Asia-Pacific Economic Cooperation», Ambassador Extraordinary and Plenipotentiary of the RF, acted as a Moderator of the Conference.
Speakers of the Conference:
Timoshilov Victor Petrovich, deputy head of projects management Dept, head of Division for eastern projects JSC «Gazprom»;
Kuvalin Dmitry Borisovich, deputy director of Institute of national economic forecasts of the RAS;
Kushkina Ksenia Sergeevna, expert of the Energy systems Center of the Skolkov Institute of science and technologies, post-graduate student of IMEMO RAS has presented the
«Scenario of the long-term social-economic forecasts of the Far East region of Russia» report;
Luzyanin Sergey Gennadievich, first deputy Director of the Far East Institute of the RAS; Semenova Nelli Kimovna, senior scientist of oriental studies Institute of RAS has presented the
«Siberia and Far East: international-politics opportunities, risks and challenges» report;
Mastepanov Alexey Mikhailovich, deputy director of oil and gas problems’ Institute of the RAS;
«Hydrates as an alternative source of gas supply in the Asian-Pacific’region countries»
Ostrovsky Andrey Vladimirovich, deputy director of the Far East Institute of the RAS, head of the Center of economical and social researches of China of the Far East Institute of the RAS;
«About problems of Russian-Chinese cooperation in the field of energetic»;
Sergeev Alexander Yurievich, management director for energetic of the «En+Group» company has presented
«The ways of increase of effectiveness of energy resources’ export from Siberian region of the RF to the Asian-Pacific’ region countries» report.
These reports have discovered the strategic priorities and different scenarios of the Far East fuel and energy complex development. The priorities and scenario in the speakers’ opinion, have to base on the deep analysis of the dynamic process of the Asian-Pacific’ region countries’ development. The Asian-Pacific’ region countries’ are the largest consumers of energy resources and for the last several years realize the renewed energetic strategies. This strategy leads to the tightening of the international competition for access to the energy markets of the region. Conference participants marked that success of the strategic Russian plans for priority development of primary energy resources export in the eastern direction can be determined by fast and effectiveness of Russian and foreign business facility creation.
In many speakers opinion, for this purpose Russian oil and gas companies have to be duly supported by the government, including modern strategic transport-technological structure development. Speakers say that at the moment Far-East region is not supported and financed in a due course for different kind of infrastructure development. These circumstances (in many speakers’ opinion) have a sufficient influence towards private investments’ involvement into the Far East fuel and energy complex. The modern level of Russia’ economical integrity into the Asian-Pacific’ region countries’ does not correspond to the demands of the day, and the new development’ trajectory has to be reached by the activation of the government and business’ efforts in this region.
