The working group of the analytic service of the Forum «Fuel and energy complex of Russia in XXI Century», on the instructions of Program Committee, has prepared the Project of the final results of the MIEF-2014 Declaration. The Project has been forwarded to the members of the Program Committee for further consideration and has been published on the official web-site of the Event. Considering the generally accepted submission that actual authority of the Forum is considered by its content: actuality of the discussed themes, level of the reports and discussions, quality of the working materials and especially, by the final results’ document, the Program Committee considered the final Declaration’ preparation as a priority task.
Declaration of the forum as per its shape and essence is a public document, reflecting the relation of the Forum’ participants to the key problems and contradictions of the world’ social-economical development, including current condition and trends of the world energetic’ development. In the Declaration there is a consolidated estimation of basic principles of current international relations’ as well as estimation of the politic leader’s role in solution of the basic world development’ problems. Especial attention in the Declaration is paid to the necessity of priority’ correction within the government energy politics in Russia, particularly development of human capital as the key factor of innovative development in the field of economy and energy.
It is particularly stressed in the Final Declaration that Russia would not be able to meet the external challenges, if the responses to the internal challenges are not found.
By intent of the Forum’ organizers, the Declaration is encouraged to realize one of the basic purposes of the Forum «Fuel and energy complex of Russia in XXI Century» - establishment and development of the permanent and constructive dialog and consolidation of the business, government and society’ efforts, dedicated to the permanent and substantive development of the Russian fuel and energy complex.
Considering open social status of the event, its Declaration would increase and strengthen the role of non-government organizations in the process of Russian energetic development.
Analytic Service of the Forum cordially invites all the guests and participants of the Forum to take active part in detail consideration of the document’ project. The responsible Secretary of the Program Committee, Mr. Alexander Epishov is in charge of work on collection of remarks, comments, proposals and observations on text.
The final edition of the document will be accepted within the cooperative meeting of the Organization and Program Committees of the Forum «Fuel and energy complex of Russia in XXI Century».
