In the framework of the XII Moscow International Energy Forum «Russian Fuel and Energy Complex in the XXI Century», MIEF-2014 Organizing and Program committees plan to hold a round table on which it will be discussed the issues of regional energy, energy efficiency and housing and communal services, in the context of the Federal Law № 261 «About energy saving» .
For managing energy efficiency of the economy, in order to reduce the tariff burden on consumers scheme and program for optimization of municipal energy infrastructure, including heating, electricity, gasification at the municipal level should appear.
At the level of the municipalities shall receive the entity responsible for the development of energy infrastructure. It will be the Unified Heat Supply Organization or consolidated energy company that will be responsible for development of municipal infrastructure.
Realization of the law on energy efficiency involves the release of power. Question of seconadry market power is one of the priority for legislators, its decision depends on the regional economic development.
Additional attention will be paid to the forthcoming reform of retail electricity markets. - real retail power market and creation of a competitive environment in the field of electricity sales.
