MIEF-2013: Russian Energy Strategy requires an update

The plenary session: “World Energy: New Dimensions. Russian Energy Strategy and new challenges” participants under the chairmanship of  Vitaly Bushuev, member of the MIEF-2013 Program Committee, General Director of the Institute of Energy Strategy, Professor, Doctor of Technical Sciences, discussed the ways of the Russian Energy Strategy updating. Discussion participants tried to find the answers to the key issues:

  • Is there a need to develop a new Energy strategy of Russia and what new principles or approaches can be put in its basis?
  • What is the role of Fuel and Energy Complex in Russian economy by 2050 and how important is it in the process of transition from resource-based economy to the resource-innovation-driven model?

Practically all of the speakers noted the need to upgrade Energy Strategy of Russia, while noting that the global energy sector and energy markets are undergoing significant changes. According to the majority of the speakers, a qualitatively new ways of the world energy sector development, including the accelerated development of renewable energy, accelerated growth of unconventional hydrocarbons’ production and sector of LNG change the alignment of forces on the world energy markets and have a significant effect on related industries and goods’ and services’ markets, form new technological development tendencies. Discussion participants noted that these changes will have large-scale and far-reaching consequences for the key players on the world energy markets. The obvious consequence of changes in the energy sector, in their opinion, will become tougher for cross-country competition, strengthening the position of energy resources’ consumers of and, as a consequence, the aggravation of price competition. In the new conditions the possibility of traditional rules’ and pricing principles’ changing increases.

Most of the speakers mentioned in their speeches the need to upgrade Russia's Energy strategy, as part of the system of measures in the framework of the new economic growth model based on domestic sources of growth and new factors of competitiveness and oriented at the soonest overcoming of the national economical infrastructural and institutional instability.

During the discussion there were recommended to provide the updated Energy Strategy of Russia orientation to the structural forecasting, allowing to predict the formation of a fundamentally new trends, along with the assessment of already apparent trends, which may arise on the basis of the contradictions inherent in the current and perspective directions of development of world and Russian energy sector. The discussion participants once again emphasized the necessity of the Russian system formation of long-term forecasting of the Russian and world energy development.
