Preparation of the MIEF-2013 Concluding Declaration was held with the participation of the Program Committee members, leading speakers and experts - Partners of the Forum. The draft of the Declaration contains the recognition of the acute necessity of civil society partnership, business and the state, in the search for answers to the global energy, environmental and other challenges faced by the international community, as well as recognition of the key role of energy factor in global social and economic development.
The Declaration is expressed concern about the modern world development strategic uncertainty, aggravation of the social and economic contradictions, the escalation of armed conflicts and the deterioration of the humanitarian situation in some regions of the world. It is marked by the failure of the world economic system to adapt the changes and respond to new global challenges that, in opinion of developers of the Declaration, is evidence of the imperfection of the modern world legal and institutional model.
In the draft of the Declaration is noted that in the modern world the dominant neo-liberal model of economic development on the basis of the international financial system, built in the conditions of the unipolar world, has exhausted its development potential. In the opinion of developers of the project, this backward from the life of the model is now the main challenge of the world social and economic development, as it is not able to generate new solutions to global problems and to ensure the spread of the vector of the world's technological development to a totally new way of life in the mainstream of sustainable development.
In the Declaration is noted that the global energy sector and energy markets are undergoing significant changes. Qualitatively new vectors of development of the world Fuel and Energy Complex, including the accelerated development of renewable energy, accelerated growth of production of unconventional hydrocarbons, the accelerated growth of the sector of LNG, change the alignment of forces in global commodity markets, and also have a significant effect on related industries and markets of goods and services, form new tendencies of technology development. In this case, it was noted that these changes will be large-scale and far-reaching consequences for the key players in the global energy markets. The obvious consequence of changes in the global energy sector will become the toughening of international competition on the commodity markets and strengthening of positions of the consumers of energy resources and, as a consequence, the toughening of price competition and the increasing probability of changes of the traditional rules and pricing principles.
The Declaration is stressed by the need to upgrade Russia's Energy Strategy, which should become a part of the system of measures in the framework of a brand new model of economic growth based on domestic sources of growth and new factors of competitiveness. This model should be aimed at the speediest overcoming of infrastructural and institutional instability of the national economy and priority of improving the quality of national human capital.
Finalize the Declaration the thesis that the Moscow International Energy Forum “Russian Fuel and Energy Complex in the XXI century”, as well as other authoritative non-governmental forums, should be developed as the open public expert Forum for discussion of energy development key problems and the civic platform consolidation of efforts of the society, business and the state, aimed at ensuring the sustainable energy development.
