On December 23 of this year the Moscow International Energy Forum (MIEF) «Russian Fuel and Energy Complex in the XXI century» Program Committee hold its first meeting in Moscow at the Institute of Oil and Gas Problems of the RAS. The Forum Program Committee was officially formed for the first time. Its purpose is to perform the functions of a public body along with the Organizing Committee and to help the Forum to display its intellectual potential. The members of the Committee are the reputable Russian scientists – experts in energy sector, the majority of which took part in the Forum more than once.
Chairman of the Program Committee was elected at the meeting. It was Anatoliy Dmitrievskiy – Director of the Institute of Oil and Gas Problems of the Russian Academy of Science. Alexander Epishov, MIEF Principal Analyst, was appointed as Executive Secretary of the Forum Program Committee. MIEF-2011 concept developed by the Organizing Committee analytic group was introduced to the Program Committee members. It was followed by discussion of the Forum concept as the key factor to determine not only the program for 2011 but also MIEF further positioning and development vector.
Main discussion was launched after speaking of Alexey Makarov, Academician of RAS, who proposed to adopt MIEF concept which would clearly show the Forum key competitive advantage and its fundamental distinction from other similar events. In the opinion of the participants, one of the most important MIEF distinctive features is the Big Science respect to the Forum as well as the efforts of the Russian and the foreign experts both at preparatory stage and in the course of this annual event.
Nodary Simoniya, Academician of RAS, emphasized in his speech the importance of understanding the problems of the Russian Fuel and Energy Complex on the international plane. Vitaliy Bushuev, Director of Energy Strategy Institute, emphasized that in consideration of the world Fuel and Energy Complex one should make allowances for true Russian issues. Professor Leonid Sorkin in his speech pointed out significance for the Program of the Forum to reflect the issue of energy saving as a matter of universal importance and special relevancy for the Russian energy sector.
As a result of a long discussion the participants of the meeting managed to set forth the compromise wording of the Forum concept: «The Forum will be developed as a non-governmental platform to contribute to the progress of the global energy dialogue at the social and expert level». At the same time the participants of the meeting agreed that the Forum Plenary Discussion should be completely devoted to the universal trends and the problems of the Russian Fuel and Energy Complex on the international plane. Taking into account the international status of the Forum, the members of the Program Committee provided their recommendations on adjustment of the main topics of the international conferences.
